First aid training: API and the Ministry of the Interior of the Republic of Armenia formalise a new partnership

Taline Papazian, Director of the Armenia Peace Initiative, and Manouk Mouradian, Rector of the Ministry of the Interior’s Educational Complex in the Republic of Armenia, at the signing of the memorandum of cooperation.

On 7 May 2026, the Armenia Peace Initiative (API) and the Educational Complex of the Ministry of the Interior of the Republic of Armenia officially signed a memorandum of cooperation aimed at structuring and deepening an existing collaboration in the field of civil protection.

This agreement provides for the development of several areas of collaboration, notably in the fields of educational programmes, civil protection, first aid training, strengthening community resilience and raising awareness of security issues. A particular focus is given to border areas, the integration of young people into the workforce and the development of rapid response capabilities in emergency situations.

On this occasion, Taline Papazian, Director of the Armenia Peace Initiative, reiterated the spirit behind this initiative.

“The Armenia Peace Initiative has always been conceived as a modest but significant contribution to strengthening strategic relations between Armenia and France,”

she said, referring in particular to President Emmanuel Macron’s recent visit for the 8th summit of the European Political Community.

She also highlighted the organisation’s focus on practical action:

“In areas where the organisation can help build the resilience of Armenian citizens and public institutions, we strive to make a difference through practical programmes, micro-projects modest but effective. ”

The first-aid training programme rolled out over the past two years in Armenia’s border villages illustrates this approach. Further cooperation projects with the Ministry of the Interior’s Educational Complex could also be developed in the future.

For his part, Manouk Mouradian, Rector of the Ministry of the Interior’s Educational Complex, highlighted the strategic significance of this partnership.

“In the face of contemporary security challenges, education, preparedness and people-centred cooperation are essential pillars of the state’s resilience,” he stated.

He also emphasised the societal dimension of this cooperation:

“ I am delighted that our partnership aims not only to transfer knowledge, but also to build a safer and more responsible society.”

The signing ceremony concluded with a tour of the educational complex, during which participants were able to see the centre’s facilities and training programmes.

Through this memorandum, the two institutions aim to strengthen an existing partnership and pave the way for new joint initiatives in the fields of civil protection and emergency management.
